A very popular solution in California (don't know about elsewhere) to help relieve the suffering of young infants who are teething is to apply a few homeopathic teething pills underneath the tongue.

Now I can't say for sure with a 100% certainty, but the pills seemed to work with both of my children. I don't know what's even in them, but they are sold at places like Whole Foods and Wild Oats and parents swear by them.
