Come on, I was trying to be scrupulously honest, the discussion was highly speculative, and I think it went a bit too far, but Sheldrake is a Cambridge trained scientist, and he does seem to know a great deal of orthodox science - not only biology.
Let's try you on the same hypothetical - if the staring effect is real, how does it work, given that the photons travel from the person being stared at, to the observer. My best guess might be that it is in some way related to the collapse of the wave function when something is observed (in some interpretations of QM).
At one point in the discussion, he came up with the idea of a delayed staring experiment - I hope he tries that - it sounds interesting!
